How Does the "Belt and Road" Initiative Affect International Student Mobility to China?

Abstract

This article examines the impact of China's Belt and Road Initiative (BRI) on international student mobility to China (ISMC) from 2008 to 2018, using a multi-period difference-in-differences (DID) quantitative approach. The study finds that the BRI significantly increased the number of degree-seeking international students from participating countries, with key mechanisms including enhanced bilateral trade, mutual recognition of academic degrees and diplomas, and expanded scholarship offerings. These findings suggest that for emerging higher education systems like China's, strengthening economic ties and establishing supportive institutional frameworks are crucial for attracting international students and expanding global educational influence. The research provides empirical evidence on the BRI's role in fostering people-to-people bonds and offers policy insights relevant to countries aiming to enhance their international education strategies.
