Abstract
This article discusses the response of the Japanese government to the COVID-19 pandemic, specifically focusing on the role of Prime Minister Abe Shinzō and the governors of various prefectures. The author analyzes the policymaking process and the limitations imposed on the authority of the prime minister. The article highlights the lack of coordination between the national government and local governments, as well as the success of some initiatives by local governments. The author concludes by calling for a re-examination of the power relationship between the national government and local governments in crisis management. [Extracted from the article]
