"Low-Bridging the Leader": Keith Davey and the Return of Pierre Trudeau, 1979–80.

Abstract

This article examines the pivotal role of Senator Keith Davey, a Liberal Party strategist, in orchestrating Pierre Trudeau's unexpected return to power and victory in the 1980 Canadian federal election. Davey persuaded Trudeau to resume Liberal leadership after the fall of Joe Clark's government and implemented a distinctive campaign strategy that minimized Trudeau's public profile while emphasizing left-leaning economic nationalism. The campaign's success highlighted key trends in Canadian political history, including the centralization of power around party leaders, tensions within the Liberal Party, and strained relations with Western Canada, where the Liberals performed poorly despite efforts to engage the region. The 1980 election set the stage for significant political developments such as the patriation of the Constitution and the creation of the Canadian Charter of Rights and Freedoms, while also exposing enduring regional and ideological divides within Canada.
