Abstract

The article focuses on the effort of former U.S. Secretary of State Condoleezza Rice to persuade the U.S. Congress to reauthorize the humanitarian program President's Emergency Plan for AIDS Relief (PEPFAR) launched by former U.S. President George W. Bush in 2003.
