Abstract
This article discusses the challenge faced by national and local authorities in effectively utilizing exogenous revenues, such as grants and natural resource rents. While some governments may use these funds for infrastructure development or public services, others may choose to reduce local taxes and debts. The article examines the use of exogenous resources by local authorities in Switzerland, which has extensive fiscal autonomy at the municipal level and a strong tradition of direct democracy. The authors find that municipalities in Switzerland tend to use revenue from hydropower to lower taxes and reduce net investment, rather than significantly increasing spending. The study contributes to the understanding of how external resources are employed by local governments and provides insights into the delicate balance between fiscal responsibility and economic relief for constituents.
