Abstract

This article focuses on the life and career of Warren McGillivray (1941–2023), a Canadian actuary and international civil servant renowned for his contributions to the advancement of social security worldwide. McGillivray held key roles at the International Labour Office (ILO) and the International Social Security Association (ISSA), where he helped developing countries establish social security systems and played a pivotal role in broadening ISSA's mission to promote social justice through social security. He authored influential scholarly works critiquing pension privatization and contributed to technical guidance for actuaries in social security. McGillivray is remembered for his technical expertise, mentorship, and commitment to the sustainable governance of social security systems globally.
