Abstract
This study investigates the antecedents of organizational change readiness (OCR) by examining how employee voice (EV) and employee involvement (EI) influence commitment-to-change (CTC), with CTC as a mediating variable, and the moderating role of transformational leadership (TL). Conducted with 516 employees from Rourkela Steel Plant, a unit of Steel Authority of India Limited, the research finds that CTC partially mediates the relationship between EV and OCR but does not mediate between EI and OCR. Additionally, transformational leadership strengthens the positive effect of EV on CTC, while its moderating effect on the EI–CTC relationship was not supported. The findings highlight the importance of fostering employee participation and transformational leadership to enhance commitment and readiness for organizational change, particularly in the context of Indian public sector organizations.
