Abstract

This article examines how Human Resource (HR) professionals in the United States communicate and enforce organizational tattoo policies, focusing on the influence of organizational and personal values. Through qualitative interviews with seven HR professionals across various industries, the study identifies formal and informal communication tactics—such as hypotheticals, referencing written policies ("throwing the book down"), and modeling expected behavior—that align with organizational values of power, security, and conformity to uphold a professional image. When HR professionals experience value dissonance, meaning their personal values conflict with organizational tattoo policies, they employ alternative tactics like empathizing with employees (identification) or advocating for policy changes, reflecting personal values of benevolence and self-direction. The findings suggest that clear, consistent tattoo policies aligned with organizational values, alongside hiring HR personnel who share these values, facilitate more effective enforcement and support evolving workplace norms regarding tattoos.
