Abstract

The article focuses on recent developments in broadband infrastructure and policy across multiple countries. In the United States, the National Telecommunications and Information Administration (NTIA) and the Federal Communications Commission (FCC) have announced changes to the Citizens Broadband Radio Service (CBRS) framework, expanding commercial access to spectrum while protecting Department of Defense operations, potentially benefiting 72 million more people. The UK Internet Service Providers’ Association (ISPA) released a 2024 policy roadmap urging the new government to prioritize digital connectivity through regulatory reforms and public-private partnerships. New Zealand’s Commerce Commission reported that Spark’s 5G fixed wireless access (FWA) service delivers average peak download speeds of 329 Mbps, highlighting growing 5G adoption. Additionally, UK-based Vale Communications seeks regulatory approval to expand its fiber and fixed wireless network to 1.2 million premises, including initiatives to provide subsidized broadband to social housing. The Philippines’ National Economic and Development Authority approved the Philippine Digital Infrastructure Project (PDIP), a World Bank–financed initiative aimed at expanding broadband access and cybersecurity nationwide, especially in underserved areas.
