Abstract

The article focuses on the ongoing threat posed by the Islamic State in Iraq and the Levant (ISIL/Da'esh) amid evolving security dynamics in Syria and beyond. Despite losing territorial control, ISIL continues insurgent activities in Syria and Iraq, leverages affiliates in Africa, and employs ideological messaging to sustain influence, as highlighted in a February 2026 audio message from its leadership. The United Nations Security Council, through biannual strategic reports and briefings, emphasizes ISIL's resilience, adaptability, and increasing use of technology such as cryptocurrencies and cybertools. The humanitarian and security situation in northeastern Syria's detention camps, notably Al-Hol, remains critical, with recent camp closures leading to mass escapes that raise concerns about recruitment by militant groups. Additionally, the article notes the transfer of ISIL detainees from Syrian to Iraqi custody and the ongoing withdrawal of U.S. forces from Syria, underscoring the complex regional counterterrorism challenges.
