Abstract
The article focuses on the challenges and implications of the Citizen Financial Cyber Fraud Reporting and Management System (CFCFRMS), a PoliceTech platform launched by the Indian Cyber Crime Coordination Centre and the Ministry of Home Affairs to combat digital financial fraud in India. While the portal facilitates coordination among law enforcement, banks, and financial intermediaries to freeze fraudulent transactions quickly, judicial cases reveal concerns about due process violations, including unilateral freezing and transfer of funds from innocent citizens' accounts without trial or notice. The article highlights the limited effectiveness of the system in resolving complex cyber frauds and underscores the lack of transparency, accountability, and proper legal protocols in its operation. It concludes by recommending reforms such as equity assessments, enhanced transparency, regulatory frameworks, mandatory training for law enforcement, and independent accreditation of PoliceTech to ensure ethical and effective deployment while safeguarding fundamental rights.
