Sempra Announces Builder Contract for Port Arthur LNG Expansion.

Abstract
Sempra Infrastructure LLC has chosen Bechtel Energy Corp. as the contractor to expand its Port Arthur LNG export plant in Texas. Bechtel was already selected to build the first phase of the plant, with operations expected to begin in 2027 and 2028. The cost of the expansion was not disclosed, but Sempra's agreement with Bechtel includes efforts to ensure project cost and schedule certainty. Sempra has non-binding agreements to sell a stake in the expansion to a subsidiary of Saudi Aramco and to supply LNG to Ineos Energy Trading Ltd. However, the project is still awaiting final regulatory approval from the Energy Department due to a freeze on new LNG export licenses imposed by the Biden administration. The Golden Pass project, another LNG plant in Texas, is also facing delays and uncertainty due to a rift between builder Zachry Holdings Inc. and joint developers QatarEnergy and ExxonMobil Corp.
