Abstract

The article focuses on the European Union's plans to conduct simulations of its mutual-assistance mechanism, a treaty clause under Article 42.7 that obliges member states to aid one another if attacked. These exercises, involving EU ambassadors and defense ministers, aim to test decision-making processes amid tensions in NATO and concerns over transatlantic security. The EU’s clause is more strongly worded than NATO’s Article 5 but lacks comparable military capabilities and has only been invoked once, by France after the 2015 terror attacks. Cyprus, not a NATO member due to its conflict with Turkey, is particularly supportive of strengthening this EU mechanism following a recent drone strike on a British base on the island.
