Abstract

This article focuses on the European Centre for Medium-Range Weather Forecasts (ECMWF) Appeals Board, the internal judicial body responsible for resolving staff employment disputes within the ECMWF, an international organization with immunity from national courts. Established under the ECMWF Staff Regulations, the Appeals Board has exclusive jurisdiction over staff matters across the Centre's three European sites and operates with limited transparency, as its membership and case-law are not publicly accessible. Since reforms in 2017, the Board has seen an increase in cases but has ruled in favor of the Centre in all published decisions, raising questions about its independence and procedural openness. The article highlights structural weaknesses in the Appeals Board's appointment process and transparency, recommending improvements to align it with standards of other international administrative tribunals while maintaining the Centre's immunity and internal dispute resolution framework.
