Abstract

"Fiscal Unions: Economic Integration in Europe and the United States" by Tomasz Wozniakowski explores the concept of fiscalization in federal unions. The author compares the U.S. Constitution's fiscal clause to the EU's response to the Eurozone crisis to understand the conditions under which central governments are granted the power to raise taxes. The book argues that both the U.S. and the EU experienced a strengthening of the federal center's power, but through different means. The analysis provides theoretical foundations for the role of crises in European integration and suggests that the EU may need a constitutional amendment to grant it the legal power to autonomously raise taxes. While the book has some comparative limitations, it offers valuable insights for scholars, policymakers, and those interested in fiscal federalism and European integration.
