Work-Family Conflict in the Federal Workforce: How Race and Gender Impacts Elder-Care Responsibilities.

Abstract
This article examines elder-care responsibilities among civil servants in a large federal organization, addressing a gap in public administration research that has predominantly focused on child-care. Using survey data from 491 employees with elder-care duties, the study finds that those most impacted tend to be older, female, unmarried, racial or ethnic minorities, and have longer tenure. Employees with elder-care responsibilities also report lower satisfaction with family-friendly workplace policies and higher intentions to leave their organization. The findings highlight the need for federal agencies to improve elder-care support through targeted policies and workplace flexibilities to better retain and support an aging and diverse workforce.
