Economic and Environmental Implications of Biomass Commercialization in Agricultural Processing.

Abstract
This article analyzes the economic and environmental implications of biomass commercialization—converting organic agricultural waste into a saleable product—from the perspective of an agricultural processor that uses a commodity input to produce both a commodity output and biomass. It develops a three-stage analytical model incorporating input and output spot price uncertainties, processing decisions, and fixed-price sales contracts, calibrated to a typical Malaysian palm oil mill selling palm kernel shell (PKS) biomass to a Japanese power plant. Economically, the value of biomass commercialization depends on biomass demand, expected biomass margin, and the correlation and variability of input and output spot prices, with higher output price variability and positive correlation generally increasing this value. Environmentally, the study measures total expected carbon emissions and finds that while higher biomass demand or price always increases economic value, these changes are not necessarily environmentally beneficial; the environmental impact depends on biomass demand, biomass selling emission intensity (accounting for processing, transportation, and substitution effects), and landfill emission intensity. The paper identifies specific conditions under which biomass commercialization reduces or increases emissions and highlights potential misconceptions in assessments that do not consider operational decision optimization. The findings offer practical insights for agricultural processors and policymakers, particularly regarding the nuanced environmental effects of policies promoting biomass commercialization, such as feed-in tariffs and processing subsidies.
