Cream Skimming and Pushout of Students Participating in a Statewide Private School Voucher Program.

Abstract
This article examines whether private schools participating in Indiana's statewide voucher program engage in "cream skimming"—enrolling higher-achieving, less challenging, or less costly students from traditional public schools (TPSs)—or "push out" lower-achieving, more challenging, or more costly voucher students back to TPSs. Using eight years of longitudinal student-level data from the Indiana Department of Education, the study finds no evidence supporting cream skimming by private voucher schools but does find modest evidence that the lowest-achieving voucher students exit private schools at higher rates than their peers. The findings raise concerns about the educational opportunities for low-achieving students within voucher programs and the resulting challenges for TPSs left to educate these students.
