Engaging postgraduate students in the Global Virtual Exchange arena: Administrators' insights across levels.

Abstract
This article focuses on the experiences of administrators managing Global Virtual Exchange (GVE) programs, which support Internationalization at Home (IaH) by enabling intercultural learning without physical mobility. Through qualitative research at a Sino-foreign cooperative university in China, the study explores administrators’ motivations, challenges—including student disengagement, faculty resistance, and limited leadership support—and strategies across macro (headquarters), meso (university/department), and micro (course) levels. Findings highlight the importance of targeted promotion, credit-bearing policies, faculty incentives, training, and relationship-building to enhance student engagement and program sustainability. The study offers insights for institutions aiming to implement or improve GVE initiatives, emphasizing the need for institutional support, resource allocation, and tailored approaches to postgraduate student participation.
