Enhancing Adult Literacy in Morocco: A Quasi-Experimental Analysis of Program Effectiveness and Skill Development.

Abstract
This article evaluates Morocco’s national adult literacy program, "Literacy for Empowerment," using a quasi-experimental design with propensity score matching to compare participants and nonparticipants. The study finds that program participants demonstrate significantly improved literacy and numeracy skills, as well as enhanced personal development, family dynamics, inclusive decision-making, social skills, community engagement, and economic empowerment. The program’s comprehensive approach integrates traditional literacy with broader socioeconomic and civic objectives, aligning with Morocco’s national strategy to eradicate adult illiteracy by 2029 and international lifelong learning goals. The authors recommend ongoing monitoring, policy integration of literacy with socioeconomic development, and expansion of such inclusive literacy programs to ensure universal access and active citizen participation.
