Strengthening Support for Students with Disabilities: Revisiting Section 504 Compliance.

Abstract

The article focuses on the challenges in implementing Section 504 of the Rehabilitation Act of 1973 within K–12 educational institutions, emphasizing the lack of mandatory staff training as a key barrier to effective compliance. Section 504 is a federal civil rights law that prohibits discrimination against students with disabilities and requires schools receiving federal funds to provide reasonable accommodations. The proposed policy mandates annual Section 504 training for at least 85 percent of school staff to improve awareness, ensure equitable access to accommodations, and address systemic disparities in plan allocation. The article also discusses alternative training approaches, funding strategies, stakeholder concerns, and advocacy efforts, highlighting the potential for enhanced educational outcomes through comprehensive and consistent staff education on disability rights.
