International Student Recruitment and Support in Indonesia: A Systematic Review of Literature from 2012–2022.

Abstract

This article systematically reviews academic literature from 2012 to 2022 on international students in Indonesian higher education, focusing on recruitment and support within the country's internationalization efforts. Despite Indonesia's strategic goal to increase inbound international students through government-funded programs like the Darmasiswa and Developing Countries Partnership (KNB) scholarships, enrollment numbers have remained relatively low and stagnant compared to regional peers. Research on international students in Indonesia is limited and primarily qualitative, addressing broad institutional internationalization priorities, organizational challenges, and student adaptation and wellbeing issues, especially during COVID-19's Emergency Remote Teaching. The review highlights gaps in data transparency, differentiated understanding of student types, and comprehensive support strategies, suggesting a need for more targeted empirical research to enhance recruitment effectiveness and student experiences as Indonesia seeks to strengthen its global educational presence.
