Abstract
However, during the 1950s the proportion of students entering full-time high schools rose rapidly; the absolute number entering part-time high schools stayed steady until the late 1960s but then precipitously declined. As Yamada explains, vocational high schools reached their peak in 1960, when they enrolled 41.5% of high school students, but thereafter gradually declined, enrolling only 18.1% of high school students in 2019. The establishment of part-time high schools ( I teijisei koko i ) that provided a notionally equal qualification to full-time high schools was a notable advance in educational provision for working youth, compared to the supplementary youth schools that existed before 1947.
