A Valid and Reliable Scale Development for Assessing Adult Literacy Programs.

Abstract

This article focuses on the development and validation of "EduValue," an 85-item instrument designed to measure the effectiveness of adult literacy programs in Morocco, specifically the "Literacy for Empowerment" program. Grounded in an inclusive literacy framework, EduValue assesses six dimensions of literacy impact: personal life, family sphere, inclusive decision-making, spiritual and environmental well-being, societal engagement, and economic empowerment. The study employed literature review, focus groups, and both exploratory and confirmatory factor analyses with data from 152 program graduates, demonstrating the instrument’s reliability and validity. Findings suggest that adult literacy programs in Morocco positively influence multiple facets of learners’ lives beyond basic reading and writing skills, including social, economic, and civic outcomes. The authors recommend using EduValue for ongoing program evaluation and adaptation, while noting limitations such as sample size and cross-sectional data collection.
