Abstract

The article focuses on the importance and development of open citation databases (OCDs) in bibliometric studies, emphasizing their role in enhancing transparency, reproducibility, and the integrity of scientific research evaluation. Open citations, which are bibliographic references made freely accessible and machine-readable, enable independent verification of citation data, detection of citation abuses such as citation rings or reliance on retracted papers, and support new metrics beyond traditional citation counts. Initiatives like Crossref and the Initiative for Open Citations (I4OC) have advanced the availability of open citation data, although challenges remain regarding data completeness, publisher participation, and the handling of erroneous or fraudulent metadata. OCDs also contribute to addressing biases in citation analysis, fostering open science practices, and facilitating corrective mechanisms for citation errors, while ongoing debates consider the balance between open access ideals and the commercialization of citation data.
