Abstract
SPECIAL SECTION ON EDUCATION DEBATES about parental rights in education have recently spread from local school-board meetings to the upper levels of politics and business. "Neutrality" in religious education in the public schools was not possible, in part because the dis-integration of character formation from education already disadvantaged Judaism, Catholicism, and other faiths in which education was viewed expansively. In the 1840s, Hughes challenged the New York Public School Society (PSS) over taxes paid by Catholics - many of them immigrants - for a school system that he and allies believed undermined their faith.
