Abstract

The article focuses on how Hurricane Katrina recovery policies—especially the Road Home Program—used race-neutral language to systematically block the return of Black residents to New Orleans's Lower Ninth Ward. Topics include the discriminatory grant formula and resulting resource gaps, long-term depopulation and failed rebuilding efforts in the Lower Ninth Ward, and the program's placement within a broader historical framework of structural racism and socially constructed vulnerability.
