Baldia Factory Fire Tragedy: A Black Spot for Workplace Safety Standards in Pakistan.

Abstract

The article focuses on the Baldia Factory (BF) fire tragedy in Karachi, Pakistan, which killed 259 workers in 2012 due to severe lapses in fire safety compliance, building regulations, and emergency preparedness. A case study revealed deficiencies in safety inspections, locked emergency exits, illegal construction, inadequate firefighting resources, and poor enforcement of existing laws, despite Pakistan having multiple workplace safety statutes. The incident exposed weaknesses in both local regulatory oversight and international certification processes, highlighting the urgent need for stricter enforcement of fire safety codes, improved emergency response capabilities, and updated compensation and rehabilitation frameworks aligned with International Labor Organization (ILO) standards. The article situates the BF fire within broader challenges faced by low- and middle-income countries in implementing effective fire safety measures in industrial workplaces.
