Technical reform or radical justice? Environmental discourse in non-governmental organizations.

Abstract
This article examines major environmental discourses among global environmental non-governmental organizations (ENGOs), building on a quantitative typology that identifies four primary discourses: Environmental Management, Climate Politics, Ecological Modernization, and Environmental Justice. Through qualitative critical discourse analysis of eight ENGOs representing extreme cases within these categories, the study reveals internal tensions and variations obscured by broad classifications, notably the division within Climate Politics between radical climate justice and reformist multi-stakeholder governance. The analysis situates Environmental Management and Ecological Modernization within a hegemonic "ecomodernist historic bloc" that accommodates capitalist development, while Environmental Justice emerges as a counter-hegemonic global justice movement emphasizing anti-capitalism, community rights, and intersectional justice. The findings underscore the importance of combining quantitative and qualitative methods to capture the complex power relations shaping environmental discourse and politics.
