Abstract

This article evaluates the development and use of web-based educational resources designed to support teaching the World Organisation for Animal Health (WOAH) Day One Competencies at the Veterinary Faculty of the Royal University of Agriculture (RUA) in Cambodia, a low- and middle-income country (LMIC). Collaborating with Iowa State University, Ohio State University, and Massey University, the project created Moodle-based digital materials focused on Herd Health Management, Nutrition, and Infectious Disease Epidemiology, accompanied by pedagogical guidance to enhance teaching methods amid faculty and resource constraints. Faculty feedback over three years indicated that the resources were well received, aiding content delivery—especially during COVID-19 disruptions—and modestly encouraging shifts toward student-centered learning, though challenges such as language barriers, limited internet access, and cultural relevance of materials remained. The study underscores the importance of pairing technical content with pedagogical support and suggests that expanding such digital resources could help veterinary schools in LMICs better meet WOAH competencies and improve veterinary education quality.
