Insider Status-Membership Involvement Offer Trade Off? The Case of Green Parties and Environmental Organisations.

Abstract
This article examines how the transition to insider status—defined as institutional embeddedness through access to policy-making venues and state benefits—affects membership involvement offers in political parties and public interest groups within contemporary democracies. Focusing on two Green parties and two environmental interest groups in Norway and the United Kingdom, the study finds that insider Green parties maintain broader and more inclusive participatory structures for members than insider environmental groups. The analysis suggests that while insider status generally incentivizes organizations to curtail member participation due to institutional pressures and resource dependencies, political parties retain stronger incentives—both instrumental and normative—to preserve membership involvement compared to public interest groups. Additionally, differences in national institutional contexts, such as state funding requirements and regulatory regimes, significantly shape the extent of membership involvement offered by these organizations.
