Abstract
This article analyzes the relationship between cultural heritage and land-use planning in Bogotá's Land Use Master Plans (Planes de Ordenamiento Territorial, POTs) from 2000 to 2019, focusing on how cultural heritage is conceptualized, implemented, and its impacts within public policy. The study finds that while the POTs recognize both tangible and intangible cultural heritage epistemologically, they primarily focus on conserving tangible built heritage and lack clear strategies for integrating heritage into urban development or involving community participation. This disjunction has led to institutional fragmentation, insufficient financing, gentrification, and limited sustainability of cultural heritage conservation efforts. The research highlights the need for Bogotá's land-use planning to move beyond rhetorical acknowledgment and adopt inclusive, well-defined policies that actively engage stakeholders to ensure the sustainable management of the city's cultural heritage.
