Abstract
This article examines the impact of the 2021 Infrastructure Investment and Jobs Act, also known as the Bipartisan Infrastructure Law (BIL), on funding the clean-up of Superfund and Brownfield hazardous waste sites in the United States, particularly in historically underserved residential communities. It highlights three Superfund sites in New Jersey—Unimatic Manufacturing Corporation in Fairfield, Garfield Groundwater Contamination site, and White Chemical Corporation in Newark—where BIL funding has enabled or will enable remediation efforts after years of limited resources. The article explains the history and challenges of the Superfund program, including the reinstatement of related excise taxes under recent legislation to support the "polluters pay" principle. It emphasizes the importance of continued advocacy and public awareness, including the use of photography and social media, to promote clean-up actions and address environmental injustices associated with hazardous waste sites.
