Abstract

Israel's invasion of northern Gaza has displaced 85% of the strip's population, forcing more than 1.5 million people to flee for the southern city of Rafah. Now Israel is preparing to attack that city. With aid deliveries at less than one-fifth of pre-October 7 levels, conditions are already dire: the United Nations estimates that at least 500,000 Gazans are on the verge of starvation, and a group of epidemiologists projects that 85,000 people are likely to die from injuries, disease, and hunger over the next six months. Even the United States -- which has given Israel more than $14 billion since its war began -- acknowledged, in a leaked diplomatic cable, that assaulting Rafah would have "catastrophic humanitarian consequences.".
