Tom Cruise was in Norway – and so what? An overview of the Norwegian film and series incentive scheme.

Abstract

This article provides a comprehensive overview of Norway’s film and television incentive scheme, introduced in 2016 as the first of its kind in Scandinavia, offering a 25 percent cash rebate on qualifying production costs to attract international productions, reduce domestic runaway production, and promote regional development. Despite successes in drawing high-profile projects like the Mission: Impossible films and boosting film tourism, the scheme’s limited budget, restrictive conditions—such as the inability to combine incentives with other Norwegian Film Institute grants—and high turnover of culture ministers have constrained its effectiveness and strategic continuity. Evaluations indicate positive impacts on workforce development and local economies but highlight missed opportunities due to modest funding and competition from countries with more generous and flexible incentive programs. The scheme also incorporates cultural aims, including support for the Indigenous Sámi film industry, yet ongoing debates focus on the need for increased funding, an automatic application model, and stronger government commitment to fully realize its economic, cultural, and regional policy goals.
