Abstract
The article focuses on the education funding environment in Maine, examining state priorities, recent changes to the funding formula, and key issues affecting P–12 education finance. Maine maintains a baseline commitment to fund 55% of K–12 education costs and is increasing investments in public higher education, early childhood services, and infrastructure for preschool-age children with disabilities. Legislative actions have targeted improvements in the Essential Programs and Services (EPS) funding formula, including considerations of transportation costs, property fiscal capacity, and support for economically disadvantaged students. The state is also addressing teacher shortages and rising benefit costs, while maintaining that it does not offer a tuition-based voucher program for private schooling. In 2022–2023, Maine's per-pupil expenditure was $18,913, with education accounting for 13.5% of the state budget.
