Roles and Responsibilities of the Organizations Welcoming Immigrants in Remote Regions of Québec.

Abstract
This article examines the roles and activities of community-based organizations responsible for welcoming and integrating immigrants in remote regions of Québec, within the framework of Québec's 1992 regionalization policy aimed at decentralizing immigrant settlement beyond Montréal. Using an ethnographic approach and a five-block model of regionalization work—comprising recruiting immigrants, workplace integration, networking with employers, welcoming and social integration, and development of regional services—the study highlights the multifaceted and resource-constrained nature of these organizations' work. It emphasizes that, unlike urban centers where tasks may be specialized, community workers in remote regions perform a broad range of interconnected roles to address immigrants' diverse needs, including social support beyond employability. The article also discusses challenges such as limited immigrant populations, precarious funding tied to annual targets, scarce local services, and insufficient provincial support, which affect the sustainability and effectiveness of integration efforts in these regions.
