Institutional Violence: The Road to Genocide in the Former Caisse Sociale du Rwanda.

Abstract
This article examines the role of institutional violence within the former Caisse Sociale du Rwanda (CSR), a state social security institution, in the 1994 genocide against the Tutsis. Using qualitative methods including interviews with former CSR employees and their relatives, the study reveals how ethnic discrimination and dehumanization of Tutsi workers were institutionalized from CSR's founding in 1962 through the genocide period. The CSR leadership actively participated in planning and executing genocidal acts, including financing the genocide with corporate funds and facilitating violence against Tutsi employees, who faced harassment, wrongful dismissal, imprisonment, and murder. The findings highlight how state institutions like CSR functioned as agents of ethnic exclusion and violence, reflecting broader state-driven ideologies rooted in ethnic division and the Hamitic myth.
