Somaliland, an Exception to a State Failure.

Abstract
The article focuses on Somaliland as an exception to the widespread state failure in Somalia, challenging the dominant narrative that Somalia is uniformly a failed state. It argues that unlike southern Somalia, Somaliland has successfully avoided collapse through a bottom-up, participatory state-building process that combined traditional clan structures with modern political institutions, resulting in effective governance, internal security, and democratic practices. Somaliland meets the criteria of statehood under the 1933 Montevideo Convention—having a permanent population, defined territory, organized government, and capacity for international relations—despite lacking formal international recognition. The article also highlights Somaliland's growing regional and international significance, including diplomatic engagements and economic investments, while noting ongoing challenges related to recognition and territorial disputes. This case study offers a nuanced understanding of state failure by emphasizing local political and cultural realities in the Horn of Africa.
