Integration Maturity of Georgia, Moldova, and Ukraine: Has DCFTA Helped Prepare Them for the EU Accession Process?

Abstract

This article examines the economic preparedness—or "integration maturity"—of Georgia, Moldova, and Ukraine for European Union (EU) membership following their signing of Association Agreements that include Deep and Comprehensive Free Trade Agreements (DCFTAs). Using a framework assessing five components—macroeconomic stability, functioning market economy, competitiveness, access to foreign finance, and convergence with the EU—the analysis finds that while these countries have made progress in trade orientation and macroeconomic indicators, they remain insufficiently competitive and institutionally underdeveloped to fully benefit from deeper integration. The article highlights the significant challenges posed by political instability, corruption, and the ongoing Russian war on Ukraine, which have further complicated economic reforms and convergence. It concludes that the current DCFTA framework offers a valuable platform for gradual reform and closer association, but substantial domestic efforts are needed before these countries can effectively embark on the EU accession process.
