Abstract
This article examines New Hampshire's education funding landscape, focusing on priorities, funding formula changes, and state issues affecting P-12 and higher education. The state continues to use a base amount and differentiated aid mechanism, emphasizing support for low- and lower-middle-income families through Education Freedom Accounts (EFA) and initiatives like the Bipartisan Safer Communities Act grant. Starting July 2023, the base per-pupil aid rate will increase annually by 2%, replacing the previous biennial consumer price index adjustment, with funding formulas considering factors such as economic disadvantage, English language learners, and special education. Additionally, New Hampshire received $4 million from the U.S. Department of Education to improve financial data systems, and legislative efforts include a proposed teacher loan forgiveness program and expanded eligibility for the EFA program. State per-pupil expenditure is approximately $23,043, with education accounting for 21.9% of the state budget.
