Socio-cultural sustainability and small tourism businesses.

Abstract
This article examines the contribution of small tourism businesses (STBs) to the socio-cultural sustainability of Tobago, using sustainability indicators developed through a scientific consensus approach. It assesses STBs across accommodation, restaurant, tour and travel, and souvenir sectors on principles of social cohesion, empowerment, cultural conservation, and equity. Findings indicate that STBs perform strongly in promoting equity—particularly resident access—and cultural conservation, with mixed results in social cohesion and empowerment, notably indigenous ownership. The study highlights the role of STBs as community supporters and culture preservers while noting challenges such as sectoral competition and visitor safety concerns, and it calls for targeted policies to enhance local ownership and socio-cultural sustainability contributions.
