Abstract

The article focuses on Vermont’s education funding and policy changes in fiscal year (FY) 2025, highlighting increased investments in special education, mental health programs, and higher education access, including the expansion of the 802 Opportunity program for free community college tuition. Vermont reinstated federal COVID-19 relief funds totaling approximately $25 million, which influenced adjustments to the state’s updated foundation funding formula set to begin in FY 2028. Legislative actions such as Act 24 and Act 73 address property tax caps and private school enrollment funding, respectively, while SB 122 supports BIPOC small-business owners through educational grants. Vermont allocated 12% of its $8.6 billion state budget to K–12 education, with per-pupil spending exceeding $26,000 in FY 2025.
