The Role of Public Assistance in Improving Food Security During Covid-19 in Togo.

Abstract

This article examines the impact of public assistance on food insecurity in Togo during the Covid-19 pandemic, with a particular focus on gender disparities. Using data from Round 8 of Afrobarometer Togo and applying the Oaxaca–Blinder Non-Linear decomposition technique alongside a binary logit model, the study finds that women experienced higher food insecurity than men, largely due to differences in economic resources, place of residence, and state response measures. Public assistance, notably the government’s "Novissi" cash transfer program, was shown to reduce overall food insecurity and narrow gender gaps, although challenges such as targeting and implementation remain. The findings highlight the importance of gender-sensitive public assistance policies during economic shocks, while noting that results are specific to Togo’s context during the pandemic period.
