Abstract
The article focuses on Oregon's education finance system for the 2025–2027 biennium, highlighting equity-driven investments across P–12 and higher education within a $14.7 billion budget, which constitutes 15.4% of the state’s overall spending. It details funding allocations of $5.68 billion for P–12 and $1.67 billion for higher education in FY 2025, emphasizing priorities such as addressing chronic absenteeism, teacher wellbeing, mentoring, and facility improvements. The Quality Education Model (QEM), which guides funding adequacy and equity, remains underfunded despite legislative increases, while districts face challenges including enrollment declines, staffing shortages, and rising costs. The article also outlines human resource initiatives like mentorship grants and wellness plans, as well as the growth of alternative schooling options such as charter and virtual schools.
