Comrades in arms, or comrades in angst? Interest convergence, regime security, and the Vietnam factor in Cambodia's and Laos' relations with China.

Abstract
This article examines the nuanced differences in Cambodia's and Laos' geopolitical alignment with China, focusing on their degree of interest convergence and regime security, with Vietnam as a key intervening factor. While both countries maintain largely China-friendly policies supported by significant Chinese economic investment and aid, Cambodia exhibits a stronger tilt toward Beijing, partly driven by unresolved nationalist tensions and historical hostility toward Vietnam. In contrast, Laos pursues a more calibrated approach, balancing its close "special relationship" with Vietnam—which includes deep party-to-party and security ties—with its growing economic dependence on China. The study highlights that despite broad alignment with China, both Cambodia and Laos retain agency and seek to diversify their strategic and economic partnerships beyond Beijing.
