Abstract

The article focuses on recent changes and ongoing challenges in Maryland's P–12 education funding formula, which has faced legal scrutiny over equity since the 1980s. Following legislative action in 2021 that overrode the governor's veto of the Blueprint for Maryland's Future Act, Maryland implemented a revised P–12 funding formula in fiscal year 2023 encompassing 13 aid categories, including Foundation Aid, Special Education Aid, and English Learner Aid. In FY2022, Maryland allocated $7.3 billion (15.2% of the state budget) to P–12 education and $4.8 billion (7.9%) to higher education, with FY2023 higher education funding including a $59.5 million settlement for historically Black colleges and universities. The article also notes federal COVID-19 relief funds supporting education and the BOOST voucher program for nonpublic schools serving low-income students.
