Abstract
This article provides an overview of recent legislative changes affecting P–12 education funding and policy in North Dakota, a predominantly rural state with 170 public school districts and 58 approved nonpublic schools. Key updates include a 2.5% increase in the weighted student unit payment for the 2025–2027 biennium, a new 3% cap on local property tax levy growth, and a revised student transportation funding formula integrated into the state aid system. The legislature also established a framework for public charter schools to begin operations in the 2026–2027 school year, while proposals for private school choice funding were rejected. Despite stable overall enrollment, rural districts face fiscal challenges due to enrollment declines and tax levy restrictions, and teacher shortages remain a concern with only minor legislative adjustments made.
