Abstract
The article focuses on the stalled National Consultative Council (NCC) summit in Somalia, convened to address key national issues such as security, electoral reforms, and the transition of African Union troops. The summit, involving federal and regional leaders, faced setbacks when Jubbaland President Ahmed Madobe walked out over disagreements on implementing a "one-person, one-vote" electoral system and security arrangements, highlighting ongoing tensions between federal and regional authorities. Former Somali leaders criticized the federal government's approach, accusing President Hassan Sheikh Mohamud of attempting to extend his term under the guise of electoral reform. Despite calls from the UN Special Envoy for Somalia for Madobe to rejoin the talks, the summit remained stalled, while the federal government proceeded with ministerial appointments.
