"The Most Livable City in America"? Reparations Model Implementation, Progressive Mindsets, and Post-Racialism in Evanston, Illinois.

Abstract
This article examines Evanston, Illinois's pioneering local reparations program for Black Americans, enacted in 2019 as the first of its kind in the United States. Drawing on interviews with city officials and analysis of government documents, the study explores how Evanston's Restorative Housing Program aligns with established reparations models—tort, atonement, and land-based—and how political discourse shaped its development, notably through strategies of blame avoidance, colorblind racism, and post-racial rhetoric to navigate legal challenges. Funded primarily by a cannabis sales tax and later supplemented by a real estate transfer tax, the program provides housing grants rather than direct cash payments, reflecting concerns about legality and community trust. While Evanston's initiative has inspired broader reparations discussions, the study highlights limitations in addressing ongoing structural racism, wealth disparities, and the complexities of proving harm, underscoring the need for further research on the program's long-term impact and evolving political context.
